Two tasks that sit close together in time easily merge into one in the head, and once that one feels done the whole sequence stops. The pyjamas are the visible part: they show on the body, they feel different, and they signal that the evening is over. Brushing has no such marker, which is why it is the one that slips, often reduced to a couple of quick strokes instead of the full time.
Visual support makes the two steps appear as two. One picture for the pyjamas and one for the brushing means the sequence cannot feel finished until both are done, and that removes a large part of the negotiation at the edge of the bed.
